The campaign is being run by local climate change action group Greening Westbourne.
Chair Colin Carré said: "Last year we helped local people save an estimated 78 tonnes of CO2 and £15,000 a year between them, just by doing simple things like turning down the heating a bit or changing to low-energy bulbs.
"This year our big drive is insulation. Despite the on-and-off rain we had more than 200 people turn up at the fair, at Westbourne Primary School. We had maypole dancing and a 'trash' fashion show, plus lots of stalls and activities like hula-hoop dancing and storytelling.
"We also paraded through the village with a roll of loft insulation, with kids playing instruments.
"But the serious bit was to launch the insulation campaign and encourage people to sign up for a free survey to see if they need insulation. If they do, they can use the grants available nationally to get it done cheaply - or even free if they qualify.
"Most people know that insulation is about the best thing you can do at home to fight climate change, and that it saves money. They just need a nudge to get it done, which is what this campaign is about."
On Wednesday 5 May at 7.30pm, at the Westbourne Club, there will be a chance for local people to get more details of the scheme.
Greening Westbourne is part of the national Greening Campaign, which is about local communities tackling climate change. It started in Petersfield and now has groups all over the country, including Southsea.

WE'RE WRAPPING UP WESTBOURNE
Our campaign to make Westbourne the cosiest, most insulated village in West Sussex is under way.
A fantastic turnout for our May Day Greening Fair, despite heavy showers, made sure we got off to a great start. Carlo from Sterling Assist, the insulation company we're working with, already has a list of people who want a free survey of their home.
If we get enough cavity walls and lofts insulated then we will get a community building insulated for free. So think about whether your loft is insulated or needs topping up to 270mm, or if your walls are suitable. Installation is subsidised or even free - so you could save a lot of money and help us fight climate change with local action.

The fair was huge fun for children, with maypole dancing (in the school hall), a recycled fashion show, a competition for the best insulated house model, a bouncy castle, face-painting art, hula hoops, story-telling and much more, including a suprisingly popular ice-cream van (rhubarb flavour was a hit).

Why get proper loft insulation?
Without proper insulation a lot of the valuable, expensive energy you use to heat your home will be lost through the loft.
Fewer than 1 in 10 homes have the recommended amount of insulation. Check with a tape measure that your loft insulation is 270mm thick. If it isn’t, you could be saving money, and cutting your carbon footprint, by adding more insulation.
Insulating your loft - or topping up any insulation you have already - will help to heat your home more efficiently. A gas-heated, three-bedroom semi could save about £150 and about 800kg of CO2 a year. Loft insulation is effective for at least 40 years, and like cavity wall insulation, it will pay for itself over and over again in that time.
You will have to clear out your loft if it’s full of stuff. However, clearing your loft is a great opportunity to see what you have hiding up there – things to recycle, others to sell, and maybe some nostalgic items to treasure all over again.
I had it done – and it didn’t hurt
I’ve had it done and it was completely painless. It was over before I knew it and I’ve suffered no nasty side-effects. Last summer I got my loft properly insulated and my cavity walls filled, and it was cheaper and easier than I ever imagined. I finally acted after finding out that houses lose a third of their heat through their walls and a quarter through their lofts. Now my home on the Ellesmere Orchard estate is saving me money and cutting the amount of CO2 that gets into the atmosphere, where it contributes to climate change.
